​What is this small metal device with a power button that – when plugged in – causes it to make a steady ‘vrrrrr’ and ‘wsshhhh’ sort of noise, like a fan or heater; very small amounts of air are being felt coming out of the various holes/slits, but not with any real power for it to be a fan, etc.
