​Found in a desk drawer at an estate sale. About 4.5″ long. Chrome or pickle plated. Depressing the slide brings the pincers together, but they are not sharp, more likely a clamp than a cutter. Image search only brings up syringes. Thanks in advance for any help. (Bananas for scale.)
