​Coffee Shop that Doubles As a Temp Agency?

I work at a grocery store that is putting in a starbucks at the moment and I came up with an idea. What if I opened up a coffee shop in a retail mall near sources of Instacart/Doordash gigs etc and advertised to those people as a nice place to wait for your next order? But also I had another idea. What if you could show up at the coffee shop next to the walmart and the guy who’s supposed to be collecting carts or whatever doesn’t show up that day. The manager of walmart can just offer anybody there an hour or two of work with no strings attached. Maybe I could have some sort of bulletein board with gig jobs that must be done by the end of the day that are first come first serve encouraging people to show up early. I thought of the name “Work Shop” Possibly this could be a way to try different jobs with no commitment as well. I’m not sure of all the legality of this but hey the coffee business must be booming cause there’s already a starbucks in the same parking lot.
