​After coming of age to vote, each citizen must vote in their smallest local election to unlock voting in larger elections.

First you are only allowed to vote in mayoral elections, then county commissioners or board of supervisors, followed by gubernatorial and senate/congressional races, and finally being able to vote for presidential candidates. You simply have to cast a ballot in the current election to unlock the next tier. Voting status resets every term limit.
