​In Oregon: Large, metal frame and cylinder, found in wilderness near hiking trail

I can’t remember exactly how tall it was but I feel it may have been a bit taller than me (5’2″).

The bottom is a metal cylinder with a hinged metal cover that is locked. This cylinder is attached to the sides of a large metal frame.

The metal cylinder piece seems to be stuck in the ground while the metal frame is not.

There appears to be some sort of twisted metal “handle” on top of the cylinder. It’s looks as if it is broken off at either end but I can’t be sure.

No way to easily open it (locked). I’ve never seen anything like this all the times I’ve hiked in the area.
