Convert most streets and alleys to pedestrian and bicycles (and firetrucks/ambulances) only, then several major streets will be focused routes for buses (preferably electric [trolley or battery]) and delivery vehicles. Add a few more obvious places to transfer to transit from outside the ped zone so out-of-towners won’t feel like driving is their best choice and get mad when they cant anymore.
