​Protruding item from closet ceiling, not a lamp. Threaded collar keeps it in place

We’ve unscrewed the collar but it still hangs loose, not clear what it is! There’s a switch in the room but it only seems to control an outlet (no ceiling lamp / light in the room). White, about a foot wide in diameter.
