​Would it be feasible to start an environmental/water ways, cleanup business?

I have lived in the same area for the majority of my life, and since my childhood the rivers and streams have been flooded with mass amounts of trash. I’ve watched things like plastic, tires, discarded wood, you name it, it has floated by. The ditch lines beside the roads are normally filled with garbage as well. There’s an endless supply of junk here. There are non-profit groups that are local government based, but they’re all solely volunteer. Although, outside of scrap metal, I cannot see a way to generate revenue using this business model. Would it even be possible to run solely off of grants?
