Adjustable Speed Limits

This is probably non-viable, as it would cost a huge amount of money to replace the signs, but replace speed limit signs with digital signs that take certain local conditions into account. Schools are going in or out, and it’s a area within one kilometre of a school? 30 km/h would be the limit. It’s a school zone, but it’s 3 AM? 50 km/h, same as the rest of the city. It’s a blizzard, and driving over 40 km/h would be dangerous? 40 km/h it is. It’s springtime, the road is clear and straight, and a tornado is visible from the west headed in the direction of where the sign actually is? 200 km/h. Exceptions can be made for emergencies (eg, emergency services, going into labour, Godzilla is coming out of the ocean nearby before the sign has a chance to update) and for planned slow events (eg, funeral processions and parades). People who refuse to adjust to driving conditions at all (whether too fast or too slow) should not be driving at all.
