​Make “dry clean only” clothes illegal to produce or sell.

All clothes should be able to be washed with water and detergent and dried in some fashion. You can still require different soaps (protein fibers like wool and silk can’t be washed with enzymatic cleaners), cycles (cold water, handwashing, delicates, whatever), or drying methods (dryer, line drying, lay flat drying), and you can still take it to a dry cleaner if you’re super worried about washing it correctly or if dry cleaning would be better than washing normally. You just shouldn’t be able to sell clothes that can only be dry-cleaned.
