Require all Satellites to broadcast survival courses if contact is lost

If a Broadcast TV satellite has not received any instructions within a certain time span it should automatically start broadcasting useful information in case there has been a major cataclysm.

This should consist of immediately useful knowledge such as first aid, shelter, food safety as well as guides on how to rebuild things like “growing crops”, “rediscovering penicillin”,”how to go from glass to advanced optics”
