​What is the upper portion of this dresser intended for?

Found at a thrift store. Obviously I know it’s a dresser, but the top part has this weird shelf inside it. There’s also what appear to be tracks around it, maybe there’s supposed to be sliding doors? It’s maybe 18” or so tall.
