​What is this solid, tiny, blue silicone piece? I found it on the counter near my bathroom sink, but I have kids so it could’ve come from anywhere.

I asked my husband but he just says it’s a tiny top hat. I can’t figure out what it could possibly be a part of. The 16, 12, and 8 year old are also clueless.
